I think many people like it the way it is; or at least the companies think so.
They think we need explosions to rock us, etc.
I don't quite agree with you either; I think that's too far; I think they should be about the same.
I think in the US many (if not all) TVs have a setting to achieve this; somewhere in the Audio settings; it may be called something like a "compressor" (it compresses the sound dynamic.

In movies, series, one can’t hear what a person is saying clearly so one turns the volume up.
Everything is ok and you can hear their conversation clearly and then BOOM! a car crash, explosion, or sudden shift in action blows your eardrums out as the volume level skyrockets relative to the quiet conversation. What is with that?
