Shouldn't Canada have an uncorrupted liberal government?

The finance minister Bill Morneau’s father sold 200K shares (about 3millions CAD) in family company Morneau Shepell days before tax changes announced.
Shouldn’t this be considered insider trading?

The most infamous insider trading case is probably Martha Stewart’s back in 2004. All together the case was about “by selling when she did, Martha Stewart avoided losses of 40,000 something dollars”. Besides having to pay fines she actually went to prison for it.
