How should Mrs. Clinton take responsibility for her actions?

Recently Mrs. Clinton said she's taking full responsibility for the mistake she made about the emails.
I won't get into how big a mistake it was; I think she feels that since nothing happened, it's not a big deal.
I don't know if that's true; things may still happen in the future; how do we know.
But what I really want to know is HOW is she taking full responsibility? Just by stating that she does? Is that enough?
Should all people that did something bad/wrong be allowed to continue with what they were doing if they just state that they take responsibility?
