A cover letter or resume is simply an expression of facts. It talks about skills you've learned and work you've done, and lets people know about those things.
On the other hand, code or fictional stories are an expression of creativity or newfound skill. Why should Bing AI write things that require creative thinking, taking that away from people, and refuse the mind-numbing task of writing a cover letter or resume?
